How does one measure cervical mucus? - cervical placement

I've heard that if you know ovulation is secreted by the level of the CM can be. Is that true? How do you see it? Is it easier ovulation sticks? I never felt before my cervix and I heard that the placement of it at certain times of the month, made a difference. Any information would be appreciated.
